ENVIRONMENTAL SCOPING REPORT (PHASE I) CONSTRUCTION AND OPERATION OF AN ENGINE-DRIVEN POWER PLANT - Lebanon

The Ministry of Energy and Water and the EDZ signed a memorandum to build a privately owned 60 Megawatt engine-driven power plant in Zahleh. This power plant will operate on heavy fuel oil (HFO) and later on natural gas (NG). The plant will mainly consist of:

  • a power house with all associated components including cooling radiators and emission stacks,
  • a fuel tank farm where HFO treatment and pumping unit,
  • a workshop and store,
  • a treatment unit for oily water and liquid wastes,
  • an administrative building including workers facility.

The proposed engine-driven power plant will be comprised of 7 power units generators and 1 stand-by generator, with one stack emission for every four generators.

Services undertaken include:

Preparation of an Environmental Scoping Report – Phase I, that includes the following:

  • Legal and institutional framework and environmental guidelines of the Power sector
  • Description of the surrounding environment
  • Analysis of Impacts
  • Selection of Power Generation and Fuel Alternatives
  • Environmental Management Plan
