NAHR EL-BARED REFUGEE CAMP CRISIS -SOCIOECONOMIC IMPACT ASSESSMENTS AND RECOVERY PLAN - North Lebanon

  • Provide Technical Assistance for the Review and Validation of the Housing and Infrastructure programs prepared in 2008 following the events that took please in May till September 2007
  • For Nahr el Bared Old Camp: Technical Assistance for the Validation of the housing and infrastructure programs (technical, financial and safeguards) of work carried out by UNRWA assisted by Khatib and Alami and other agencies;
  • For the new camp (or adjacent area mostly on the municipality of Muhamara): Validation of housing and infrastructure programs (technical, financial and safeguards) of work carried out, under the supervision of CDR, by Khatib and Alami and other agencies;
  • For the six municipalities: Review of First Municipal Infrastructure Project (FMIP) municipal infrastructure assessments and consolidate these analyses into a comprehensive impact assessment report; design a recovery strategy and propose programs to support the local development. This will be primarily be based on the data already collected by the FMIP team;
  • For the extended area: With the assistance of the FMIP team, identify the needs of any infrastructure and/or public investments which would help promote local development in this very deprived Northern part of Lebanon.

Services undertaken include:

MISSION 1:

  • Activity 1.1: Validation of housing and infrastructure program (technical, financial and safeguards)
  • Activity 1.2: Validation of housing and infrastructure program(technical, financial and safeguards)

MISSION 2:

  • Activity 2.1: Review the work currently led by the Project Coordination Unit (PCU) of the FMIP carried out in the 6 NBC surrounding municipalities; Aggregate the data on the 6 municipalities and consolidate these analyses into a comprehensive impact assessment report.
  • Activity 2.2: Identify the needs of any infrastructure and/or public investments (i.e. roads; bridges; water; sanitation/sewerage; electricity; street lighting; solid waste and garbage collection and telecommunications)
  • Activity 2.3: Design a recovery strategy which would help to promote local Development in the area

MISSION 3:

  • Review of the Report and Budget prepared by Government of Lebanon for the International donor conference held in Vienna on 23 June 2008
