INVESTMENT PLANNING PROGRAMME (IPP) MANAGEMENT SUPPORT CONSULTANTS MODULE D: MSC – WATER, WASTEWATER AND IRRIGATION - EUROPE AID/114107/D/SV/LB - Lebanon

The overall objective of the IPP is to support sustainable social and economic recovery and development of the Lebanon. It is composed of six modules, each managed by a line ministry or Lebanese institution with the responsibility for planning and implementing nation-wide sectoral infrastructure development programme. These represent about 60% of the second phase of a &17.8 billion investment in infrastructure, worth approximately 2.4 billion. The IPP will provide each beneficiary institution with the assistance of a team of Management Support Consultants (MSCs). The six proposed IPP Modules are:

  • National planning and project coordination (module CDR)
  • Energy
  • Public Works, Road and Transport
  • Water, Wastewater and Irrigation
  • Environment and Solid Waste
  • Business infrastructure and private sector services

The specific objective of the IPP is to support the enhancement of the planning and management capacity of the public authorities concerned with rehabilitation, expansion and modernization of public infrastructure in the selected sectors. Each MSC will be a mixed team of experts, reporting to a Director General who will co-ordinate the activities of the MSC and the departments of the Directorate concerned.

Services undertaken include: Establishing and supporting a programme co-ordination unit (PCU) reporting to the Minister of Energy and Water or his representative, which will include the following three main tasks:

  • Assistance to develop & incorporate project analysis, financing & management tools, procedures and skills within the Ministry Assistance in finalizing the merging of the past 21 Offices des Eaux into the newly formed 4 regulated regional water and sewerage Establishments, and in facilitating private sector participation in their operation and management.
  • Create a computer-based operational model of the water sector in the Lebanon that the Ministry can use as a water sector planning, presentation, management, monitoring and regulation tool and apply this to a region selected by the Ministry.
  • Devise and assist the Ministry to implement a programme in each of the 4 regional water and sewerage offices to reduce excessive distribution losses and increase the proportion of total supply that customers are charged and pay for.
