ENVIRONMENTAL IMPACT ASSESSMENT FOR AIR LIQUIDE S.O.A.L. CHEKKA PLANT - Chekka, Batroun Caza, North Lebanon
The Society of Oxygen and Acetylene of Lebanon / Société d'Oxygène et d'Acétylène du Liban (S.O.A.L.), a subsidiary of Air Liquide Group, is a gas supplier company established in Lebanon since 1961. The Air Liquide - S.O.A.L. Facility is currently located at the industrial zone of Dekwaneh city in the eastern suburb of Beirut. However, due to the need for increasing the Plant storage capacity, the limited space of the current site, and the new zoning modifications of Dekwaneh area, Air Liquide - S.O.A.L. is planning to construct a new plant in the industrial area of Chekka. All operational units and the equipment existing in the Facility of Dekwaneh will be transported to the new industrial facility of Air Liquide S.O.A.L. in Chekka area.
The Environmental Impact Assessment (EIA) study was prepared based on the provisions of the Ministry of Environment Decree No 8633 of 2012 which stipulates the types of projects / industries that require an EIA study. The study includes:
Description of the Project (production lines, gases, functional and auxiliary systems)
Description of the baseline conditions (physical, biological and socio-economic status of the study area)
Analysis of potential environmental impacts
Analysis of alternatives (technological)
Environmental management plan (includes the recommended mitigation measures and monitoring plan)
Preparation of public participation meeting and presentation
Field investigation visits to the Project site
An Addendum Report was requested by the MoE upon the preliminary review of the EIA .
